Abstract: Inclusion contributes to the improvement of the quality of education and social
justice, providing a better and more adapted educational experience. The main goal of inclusive
education is to create equal educational opportunities regardless of physical, mental or emotional
differences, guaranteeing the right of every child to education. In addition to the world experience,
extensive information is provided on the development of Azerbaijan in the field of inclusive
education, the current legislation in this area, programs and projects implemented in the education
system. Successful models of countries such as the USA, Finland and Italy are shown as an example
for Azerbaijan. Attention is paid to the legal framework and the state strategy for the development
of inclusive education in Azerbaijan, which meet the issues of teacher training and the development
of support services. Proposed additional measures to improve the quality of education in
Azerbaijan are also mentioned, important steps for the sustainable development of the inclusive
education model are envisaged.
